The case involves criminal arson of houses belonging to Roma and authorities' failure to prevent the attack and make a proper criminal investigation.
The Court finds that the contested violations, although very serious and sensitive nature, have been fully addressed in the Moldovan case c. Romania, 41138/98 and 64320/01. In addition, the Government has acknowledged the violations of Articles 3, 6, 8, 13 and 14 of the Convention and proposed several individual measures (compensation for applicants between 30 000 and € 36 100) and general measures (eg socio-educational programs ...) to rectify the situation and repair deficiencies in the judicial system. The Court is satisfied with the measures proposed by the Government.
Given the nature of admissions by the Government as well as the scope and extent of its various commitments, and given the amount of the proposed compensation, respect for human rights does not require that the Court to continue the examination of applications.
