The applicant, Mr. Allan Jacobsson, is a Swedish citizen born in 1927 and resident at Rönninge. The case relates to a prohibition on construction on the applicant's property. The prohibition has been in force since before the applicant bought the property in 1974. The applicant complains that Article 1 of Protocol No. 1 has been violated, in particular as a result of the long time the prohibition on construction has been in force. He also alleges a violation of Article 6 para. 1 as well as Article 13 of the Convention since he cannot have examined by a court whether the Building Act has been correctly applied in his case.
The Court decided that there had been no violation of Article 1 of Protocol No. 1; but that Article 6 § 1 of the Convention has been violated.
